Summary

We were commissioned to develop the framework for international benchmarking by the Ministry.

Approach

We began by researching and producing reports on the physical education and school sport systems in both England (in-depth) and Germany (semi in-depth). In order to gather the appropriate qualitative and quantitative data, we used a logic model framework to structure the study and the development of the reporting.

We arranged study visits to England for a representative group from the Kingdom's Ministry of Education. This involved a study tour of Manchester, Loughborough and London. The focus was on developing a system that was relevant for adaptation in Saudi Arabia. We undertook a desk based and telephone review of Germany with particular focus on the school sport network.

Outcome

We provided a clarity to different sports systems across the world that could be adapted into the Kingdom. This informed the development of the PE and School Sport Strategy.
